Ein guter Zeitpunkt, um die Entwicklung der\nArbeitslosigkeit in Bulgarien \u00fcber die letzten Jahre einmal zu\nanalysieren und einen Ausblick f\u00fcr 2020 (und dar\u00fcber hinaus) zu\nwagen.<\/p>\n\n\n\n<p>Im dritten Quartal\n2019 konnten f\u00fcr den bulgarischen Arbeitsmarkt folgende Werte\nerrechnet werden, Quelle ist f\u00fcr alle Werte das Nationale\nStatistische Institut (NSI):<\/p>\n\n\n\n<p>In der Altersgruppe\n15 bis 64 Jahre gingen 71,4% einer Besch\u00e4ftigung nach, eine Zunahme\num 2,6 Prozentpunkten gegen\u00fcber dem Vorjahresquartal<\/p>\n\n\n\n<p>Die\nBesch\u00e4ftigungsrate l\u00e4sst sich noch genauer nach Altersgruppe und\nGeschlecht gliedern:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>15 &#8211; 29 Jahre: 44,1 Prozent (49,2 f\u00fcr M\u00e4nner, 38,8 Prozent f\u00fcr Frauen)<\/li><li>20-64 Jahre: 76,3 Prozent (80,9 Prozent f\u00fcr M\u00e4nner, 71,7 Prozent f\u00fcr Frauen)<\/li><li>55 &#8211; 64 Jahre: 65,1 Prozent (70,1 f\u00fcr M\u00e4nner, 60,4 Prozent f\u00fcr Frauen)<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Entwicklung der\nArbeitslosigkeit<\/h2>\n\n\n\n<p>Im dritten Quartal\n2019 wurden 125.400 Arbeitslose gez\u00e4hlt, aufgeteilt in 70.900 M\u00e4nner\nund 54.500 Frauen. Die Arbeitslosenquote betrug 3,7 Prozent (M\u00e4nner:\n3,8 Prozent, Frauen 3,4 Prozent), ein R\u00fcckgang um 1,3 Prozentpunkte\ngegen\u00fcber dem Vorjahreswert.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Unter allen Arbeitslosen hatten 14,8 Prozent eine terti\u00e4re Ausbildung, 44,7 Prozent eine h\u00f6here Sekund\u00e4re und 40,5 Prozent eine niedrige Sekund\u00e4re Ausbildung.<\/li><li>Die Anzahl der Langzeitarbeitslosen (l\u00e4nger als ein Jahr ohne Besch\u00e4ftigung) betrug 78.400.<\/li><li>Die Jugendarbeitslosigkeit (15 bis 29 Jahre) betrug 6,1 Prozent, ein R\u00fcckgang um 2,1 Prozentpunkte gegen\u00fcber dem Vorjahr.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Langfristige Entwicklung am Arbeitsmarkt<\/h2>\n\n\n\n<p>In folgender Grafik kann man die seit 2013 kontinuierliche <strong>Abw\u00e4rtsbewegung der Arbeitslosigkeit in Bulgarien<\/strong> erkennen.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"http:\/\/blog.balkaninvest.eu\/wp-content\/uploads\/2019\/11\/Arbeitslosigkeit-Bulgarien-2012-18-1024x768.jpg\" alt=\"\" class=\"wp-image-1942\" srcset=\"https:\/\/blog.balkaninvest.eu\/wp-content\/uploads\/2019\/11\/Arbeitslosigkeit-Bulgarien-2012-18-1024x768.jpg 1024w, https:\/\/blog.balkaninvest.eu\/wp-content\/uploads\/2019\/11\/Arbeitslosigkeit-Bulgarien-2012-18-300x225.jpg 300w, https:\/\/blog.balkaninvest.eu\/wp-content\/uploads\/2019\/11\/Arbeitslosigkeit-Bulgarien-2012-18-768x576.jpg 768w, https:\/\/blog.balkaninvest.eu\/wp-content\/uploads\/2019\/11\/Arbeitslosigkeit-Bulgarien-2012-18.jpg 1058w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure><\/div>\n\n\n\n<ul class=\"wp-block-list\"><li>Mussten 2012 noch eine Arbeitslosenquote von 12,3 Prozent festgestellt werden, die im Folgejahr auf 12,9 Prozent anstieg, so kennt die Arbeitslosenquote seitdem nur eine Richtung: Nach unten. Und das in einem atemberaubenden Tempo: Zuletzt von 2017 auf 2018 um einen Prozentpunkt, im &#8222;Rekordjahr&#8220; 2014 bis 2015 waren es sogar 2,3 Punkte. <\/li><li>F\u00fcr 2019 gehen wir &#8211; auf Basis der letzten Werte f\u00fcr das Quartal III &#8211; von einem erneuten R\u00fcckgang um mindestens einen Prozentpunkt aus, womit sich ein Jahreswert f\u00fcr 2019 von etwa vier Prozent ergeben k\u00f6nnte. <\/li><li>F\u00fcr 2020 ist jedoch nicht mehr mit einem vergleichbaren R\u00fcckgang zu rechnen, da in den wirtschaftlichen Zentren, die in den letzten Jahren f\u00fcr den R\u00fcckgang der Arbeitslosigkeit ausschlaggebend waren, praktisch bereits Vollbesch\u00e4ftigung herrscht und hier keine Impulse mehr zu erwarten sind. <\/li><li>Auch die unsichere Weltwirtschaftslage, die auch ein Grund f\u00fcr die stark r\u00fcckl\u00e4ufigen Auslandsinvestitionen in Bulgarien sind, verhindern die Schaffung neuer Arbeitspl\u00e4tze. Und zuletzt sei noch auf den fortschreitenden Verlust von Fachkr\u00e4ften hingewiesen, die zeitweise oder langfristig nach West- und Nordeuropa abwandern.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Balkaninvest-Statement zur Arbeislosigkeit in Bulgarien<\/h2>\n\n\n\n<p>Die <strong>Vollbesch\u00e4ftigung<\/strong> ist regional und sektoral bereits erreicht. Hierzu unser Gesch\u00e4ftsf\u00fchrer:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Der rasante R\u00fcckgang der Arbeitslosigkeit in Bulgarien wird 2020 merklich abgebremst. Trotzdem k\u00f6nnen dann wir eine Arbeitslosenquote von unter vier Prozent sehen. <\/p><p>Regional und sektoral darf man bereits von einer Vollbesch\u00e4ftigung sprechen, so dass hier keine weiteren Reduzierung von Arbeitslosigkeit m\u00f6glich ist. Die expansive Sozialpolitik Bulgariens tr\u00e4gt zudem dazu bei, dass die durchschnittliche Dauer der Arbeitslosigkeit ansteigt &#8211; der Druck, sich zeitnah eine neue Besch\u00e4ftigung zu suchen, hat in den letzten Jahren durch h\u00f6here Transferleistungen abgenommen.<\/p><p>Dieser massive R\u00fcckgang der Arbeitslosigkeit in Bulgarien hat den Nebeneffekt, dass Ansiedlungen von Gro\u00dfinvestitionen schwieriger geworden, da der Fachkr\u00e4ftemangel landesweit sp\u00fcrbar ist.
